The Readiness and Resilience Level Assessment Tool (R2LAT) will enable Partner Nations and their US Government enablers to proceed through a checklist of queries and respond with answers based in fact to assess the readiness and resilience of the Partner Nation. R2LAT is part of the ProvIDES framework and tools that will benefit US Government agencies, US States and territories; NGOs, IOs, and Partner Nations. ProvIDES is an interagency/international effort that will stand ready to supply the tools necessary for enhancing US agencies response to disasters worldwide.
There will be additional aspects to the tool that will make it more than just a questionnaire: it will link databases for hazard assessment (weather, earthquakes, etc.), best-practices as established by various agencies, and databases that assess vulnerability and response to past disasters. Development of this tool will be guided by the experts in the field, from a number of established institutions inside and outside of the US Government. It will be modular, and builds on and works with earlier civil-military programs while integrating with existing emergency management systems.
It will also improve Partner Nations ability to reduce their risk to disasters, improve self-sufficiency to respond better to disasters, and to improve their relationships with assisting nations when needed in the face of large disasters. This cloud-based, web tool (accessible anywhere in the world), will also support the automated development of Disaster Management Plans and Disaster Response Plans, as well as analytic reports.
